Spawn Modifications in hostile dimensions

Description

Talked to LadyRen and she asked me to make a collab regarding this:

We should consider modifying the hostile dimension spawns (Especially places like The Beneath) to make them safer for players and prevent them having inaccessible graves in the Admin claim.

A few suggestions as to how this can be accomplished:

1: Light up the spawn a lot more so that mobs can't spawn nearby, or place down a machine like Environmental Controller with a Peaceful Module.

2: Make the spawn region smaller so that if the player does die, their grave is likely not inside the Admins Claim.

3: Add Griefprevention flag to allow players to attack entities in the Admin claim. At the moment, all players except Sr. Mod and above are practically helpless as they can't attack the monsters in the claim. We can set the "interact-entity-primary" flag (Possibly "interact-entity-secondary" as well) to "True" to allow players to attack monsters inside the claim, increasing their chances of survival.
