Here is a fix for this issue. This makes the mining laser respect claims. Request permission to make this a default mod on all packs with IC2. Tested on Direwolf20 both nodes as of July 30th. Works with all laser modes, laser still works outside of claims.

Does not register somebody trying to use it, but blocks the use of it to destroy blocks in claims.
