A more in depth description helps others to understand it and maybe come up with a solution.

I assume sand is a resource that is far more valuable/higher tier than cobblestone, but the grinder is required for other things. Which mod adds the grinder?

Grinder is simply removed. There are machines that do the same allready at the correct progression tiers.
