Handling Change for Join/Leave Messages in Discord for 1.18+

Description
We need to change how join/leave message are sent to Discord. Should move this feature from the proxy to backend server.
Add it to the configs to backend server (Style the Message) and remove it from the proxy.

With the next proxy restart, this is disabled on the proxy. We will need to re-enable the join messages on the back-end servers when this happens. I would like to do this at the same time as the updates for Velocity.
