Prevent placing blocks at Y=0

Description

Every now and then we get crashes because some block at Y=0 is trying to access the block below it. If we deny block placement at that position, we could prevent these. Piston extension to that area should be blocked too.

It should include a whitelist and a bypass permission in case we ever need it.
