It is time for another major ItemRestrict update.

• database integration with mod version selection (e.g. is banned if mod is newer than a and older than e)
• generate banned items list out of bans and filter the items that do not exist on the server
• separate world limitations so more info can be provided and the scope as white-list and blacklist be defined, it would also allow the world cleanup task due to no permission check required (currently via. permissions)
• bypass command instead of bypass by default for ops (avoid accidental bypass of banned items and make testing as op possible)
